NORRISTOWN — A New Jersey man admitted he tried to meet who he believed was an underage girl for sex in Plymouth Township but unbeknownst to him he was communicating with an undercover state agent conducting internet investigations of people committing crimes against children.
Sarann Noun, 40, of Pennsauken, N.J., pleaded guilty in Montgomery County Court to felony charges of unlawful contact with a minor and attempted involuntary deviate sexual intercourse with a minor in connection with incidents that occurred between January and November 2023.
Judge Wendy G. Rothstein deferred sentencing so that court officials could complete a background investigation report about Noun, including a psychosexual evaluation.
The open plea means Noun has no deals with prosecutors regarding his potential sentence. The judge will have sole discretion in fashioning the sentence.
Noun faces a possible maximum sentence of 20 to 40 years in prison on the charges. However, state sentencing guidelines could allow for a lesser sentence.
Regardless of the sentence that Noun eventually receives, he will face a 25-year requirement to report his address to police in order to comply with Pennsylvania’s Sexual Offender Registration and Notification Act.
Noun, who remains free on bail pending his sentencing hearing later this year, also must undergo an evaluation by the Pennsylvania Sexual Offenders Assessment Board, which will determine if he meets state criteria to be classified as a sexually violent predator. Those classified as predators face more stringent restrictions while on probation or parole.
Noun was arrested during an undercover internet sting operation conducted by the Pennsylvania Office of Attorney General.
According to court documents, in January 2023, an undercover agent assumed the identity of an adult female on a website known for prostitution solicitation and offered her purported 13-year-old daughter for sexual intercourse.
Over the course of nine months, the undercover agent had text communications with Noun who offered to pay $200 in exchange for having sex with the 13-year-old girl at a predetermined location in Plymouth Township, according to the criminal complaint filed by Brian King, a special agent with the Pennsylvania Office of Attorney General.
Between Nov. 3 and Nov. 16, 2023, the undercover agent assumed the role of the 13-year-old girl and communicated with Noun via a social media application. During the communications, Noun “acknowledged that he understood the purported minor’s age was 13 years old and continued to communicate,” King alleged, adding that during the text communications Noun explained that he wanted to engage in sexual activity with the purported minor.
At 8:30 p.m. Nov. 16, Noun arrived at the predetermined meeting location along Lee Drive in the Plymouth Meeting section of Plymouth Township and he was taken into custody without incident.
While being interviewed by state agents, Noun admitted that he had been communicating with who he believed was an adult female and who he agreed to pay $200 to have sex with her teenage daughter and then had communications that were sexual in nature with the purported minor.
At the time he was taken into custody, Noun had two $100 bills and a bag of Swedish Fish candy.
“Noun admitted that the candy was for the purported minor. It should be noted that the purported minor requested this exact candy to be brought during the meeting,” King alleged. “At the conclusion of the interview Noun explained that what he did was wrong.”
Pennsylvania Deputy Attorney General Zachary Mills Wynkoop handled the case. Defense lawyer Andrew Robert Alston represented Noun during the court proceedings.
